The Design
As the Supreme Head of the country, His Majesty the Yang di-Pertuan Agong is the symbol of the loyalty of Malaysian citizens towards the law and constitution. The Panji-panji Diraja is the symbol of the existence of the institution of the Yang Di-Pertuan Agong. The Panji-panji is in royal yellow. At its centre is the Coat of Arms of Malaysia flanked by two sheaves of paddy. The gold-coloured sheaves represent abundance and prosperity.
The Coat of Arms of Malaysia:

and the 14-pointed star represent the 14 states of Malaysia, as well as
being a symbol of Islam the official religion of Malaysia. |

the five former Unfederated Malay States (before independence), i.e. Johore,
Kedah, Perlis, Kelantan and Terengganu. |

Sections on either
side of the shield represent the states with no rulers, i.e. Malacca,
Sabah, Sarawak and Penang. |

Four equal-sized coloured
panels in the centre represent the colour of Pahang which is white; the
colours of Selangor: red and yellow; colours of Perak: red, black and
white and those of Negeri Sembilan which are red, black and yellow. These
four states formed the original Federated States of Malaya. |
The Raising of the Panji-Panji yang di-Pertuan Agong at other places apart from Istana Negara
On certain occasions, when His Majesty the Yang di-Pertuan Agong is attending an important function such as the opening of the Parliament, an official visit or ceremony, the Panji-Panji Diraja is raised at the place where His Majesty will be present. The Panji-Panji Diraja will be raised upon the arrival of His Majesty at the location and brought down later when he leaves.
The Panji-Panji Diraja will only be raised at half-mast on the event of the death of the Yang di-Pertuan Agong.

Panji-panji Raja Permaisuri Agong
The consort of His Majesty the Yang di-Pertuan Agong, Her Majesty the Raja Permaisuri Agong enjoys a very special status after the Yang di-Pertuan Agong. Hence, Her Majesty has her own flag. This flag enables people to recognise Her Majesty’s presence when attending an official ceremony on her own without the Yang di-Pertuan Agong.
Since the Yang di-Pertuan Agong is elected by the Conference of Rulers for a five-year term, his consort, Her Majesty the Raja Permaisuri Agong enjoys similar privileges and has her own flag throughout that period.
The design of the Panji-panji Raja Permaisuri Agong is similar to that of the Yang di-Pertuan Agong, except that the light yellow background is substituted with light green.
The Panji-panji Raja Permaisuri Agong measures 4 ½’ x 9’, and 12’ x 18’ for cars.
Panji-panji Timbalan Yang di-Pertuan Agong
If the Yang di-Pertuan Agong falls ill or is unable to carry out the duties of the Yang di-Pertuan Agong, his duties will be carried out by the Timbalan Yang di-Pertuan Agong. The ruler, elected as the Timbalan Yang di-Pertuan Agong by the Conference of Rulers according to the constitution, must relinquish all his functions as Ruler of his own state. However, he remains Head of Islam in his state. As the Timbalan Yang di-Pertuan Agong, he also has an exclusive flag which is raised when he carries out the duties of the Yang di-Pertuan Agong.
The upper section of the flag is yellow symbolising royalty while the lower section is light blue. In its centre is the Coat of Arms of Malaysia. Written below the Coat of Arms is ’Timbalan Yang di-Pertuan Agong’. Unlike the flag of the Yang di-Pertuan Agong, the Coat of Arms on this flag is not flanked by sheaves of paddy. The measurements of this flag are similar to that of the flag of the Yang di-Pertuan Agong.
